On February 4, 2025, Congresswoman Carol Miller (R-WV) reintroduced the U.S. Trade Leadership in the Indo-Pacific Act (USTLIPA). The bill is co-sponsored by Representatives Jimmy Panetta (D-CA), Adrian Smith (R-NE), Don Beyer (D-VA), Darin LaHood (R-IL), and Ami Bera (D-CA). This legislation aims to strengthen Congressional authority over trade policies to counter China’s growing influence in the Indo-Pacific region.
The United States has not finalized a comprehensive trade agreement with an Indo-Pacific partner for over a decade. This situation has allowed China to engage regional allies and pursue trade agendas that limit U.S. competitiveness. To address this, the USTLIPA proposes creating a bipartisan Indo-Pacific Trade Strategy Commission tasked with developing strategies for the U.S. to re-engage with its allies and explore regional partnerships.
Congresswoman Miller emphasized the importance of strong trade relationships in the Indo-Pacific, stating: “It is imperative that the United States has strong trade relationships in the Indo-Pacific.” She added that working with President Trump is crucial to ensure America’s leadership on the global stage.
Ways and Means Trade Subcommittee Chairman Adrian Smith highlighted the necessity of asserting U.S. leadership: “The United States cannot afford to be left behind in the global marketplace.” He noted that American economic security depends on standing up against unfair trade practices by China.
Congressman Darin LaHood pointed out that every day, China’s Communist Party works to undermine U.S. interests: “Every day the Chinese Communist Party is working to undermine the United States.” He stressed that quick action is needed to secure America’s competitive position.
Representative Jimmy Panetta discussed China’s efforts to outmaneuver America economically: “The Chinese Communist Party is actively leveraging its economic influence.” He called for a dedicated independent commission to counter these advances.
Ami Bera, M.D., underlined the strategic importance of asserting American leadership: “The Indo-Pacific region is integral to American prosperity and security.” Congressman Don Beyer added that it’s vital for America to be involved as trade rules are crafted in this region.
Support from industry leaders includes John Murphy from the U.S. Chamber of Commerce, who stated: “The U.S. Chamber of Commerce is pleased to support…” Tiffany Smith from National Foreign Trade Council praised bipartisan backing for continued U.S. leadership, while Stephen Lamar from American Apparel & Footwear Association thanked Rep. Miller for her initiative.
Ambassador Ted Osius of US-ASEAN Business Council acknowledged Miller’s legislative efforts as essential for maintaining competitiveness in Asia: “US-ASEAN Business Council… welcomes Rep. Miller’s legislative leadership.” Thomas Madrecki from Consumer Brands Association applauded Congress’s focus on strengthening supply chains and connectivity with key markets.
