Yesterday, Congresswoman Carol Miller (R-WV) introduced the bipartisan Strengthening Cooperation and Security in the Middle East Act alongside Congressman Jimmy Panetta (D-CA). The proposed legislation mandates a study on the benefits of the Comprehensive Security Integration and Prosperity Agreement (CSIPA) and explores how to modify the framework to attract additional countries.
“It’s critical that we maintain peace with our allies in the Middle East, especially as violence in the region continues to escalate. Encouraging these countries to join Bahrain in the CSIPA will allow us all to work together to strengthen our nations’ economic ties, increase opportunities to enhance national security through investment in technology, and combat threats against terrorist groups. I am grateful that Congressman Panetta joined me in introducing this important piece of legislation so we can grow and stabilize our partnerships within the region,” said Congresswoman Miller.
“Our partners in the Middle East continue to face threats from the expansion of violent extremism to the malign activities of Iran and its proxies. Our bipartisan legislation would invest in and expand joint research initiatives, mutual defense priorities, economic prosperity, and technological cooperation between the United States and Bahrain, a key ally in the region. Deeper integration, not just with Bahrain but with other like-minded partners, will ensure the United States can continue to counter terror, better ensure regional stability, and strengthen prosperity in the Middle East,” said Congressman Panetta.
The Biden Administration signed CSIPA with Bahrain in 2023 as a framework for cooperation on security, technology, and investment initiatives. CSIPA was instrumental during Houthi violence in the Red Sea. Expanding this agreement to include other Middle Eastern allies is seen as a measure to stabilize the region further.
The bill also requires the Secretary of Defense to submit a report and strategy to Congress on ways to increase CSIPA membership. Additionally, Congresswoman Miller has introduced a resolution aimed at strengthening diplomatic ties with Bahrain.
