Today, the United States International Trade Commission (USITC) announced a ruling that will affect imports of ferrosilicon from Russia, determining they harm U.S. industries. This decision mandates the Department of Commerce to implement additional anti-dumping and countervailing tariffs on these imports. Congresswoman Carol Miller (R-W) responded to this ruling with a statement highlighting its potential benefits for American production.
"The U.S. ferrosilicon industry and hundreds of American workers have been negatively impacted by the unfair foreign trade of ferrosilicon metals," stated Congresswoman Miller. She emphasized the importance of promoting a robust American ferrosilicon industry for community protection and national security. "This correction by the USITC and the Department of Commerce is long overdue, and the United States will be stronger and safer for it," she added.
Miller had previously communicated her concerns through a letter to USITC Chair Amy Karpel, urging an investigation into how dumped and subsidized ferrosilicon from other countries, including Russia, affects U.S. production. The production site in West Virginia has been operating below capacity due to these pricing practices.
In 2023, Miller introduced the Increasing American Ferrosilicon Production Act—a bipartisan bill imposing tariffs on Si 75% ferrosilicon, which was previously imported duty-free from Russia. Following the USITC's ruling, Si 75% ferrosilicon will now face anti-dumping and countervailing tariffs.
